This morning session is designed for industry partners and organizations engaged with quantum technologies and emerging tech in the region. The summit will address the counter-intelligence threat landscape and practical measures for protecting innovative work, including research security, proprietary information protection, and counter elicitation. There will also be dedicated time for networking with fellow attendees and FBI presenters. Each speaker will provide approximately 45 minutes of presentation with time for Q&A.

Jessica Irvine | Supervisory Special Agent, FBI Counterintelligence and Espionage Division
Jessica Irvine is a Supervisory Special Agent within the FBI Headquarters’ Counterintelligence and Espionage Division. She has experience working in both national security and criminal investigations. Prior to working at the FBI, SA Irvine worked as a chemical and quality engineer within an aerospace manufacturing company. She has a B.S. degree in Biology and Chemistry, and an M.S. in Biomedical Forensic Sciences.
Sean Miner | Supervisory Special Agent, FBI Quantum Information Science and Technology Counterintelligence Protection Team
Sean Miner is a Supervisory Special Agent within the FBI Headquarters’ Counterintelligence and Espionage Division on the Quantum Information Science and Technology Counterintelligence Protection Team. He has experience working on a range of national security matters, including tech protection and protection of critical infrastructure. Prior to joining the FBI, he served as a Warrant Officer in the United States Marine Corps. SSA Miner holds a B.A. in English and an M.A. in Political Science from Boise State University.
Roahn Wynar | Subject Matter Expert, Quantum Technology, FBI Quantum Information Science Counterintelligence Protection Team
Roahn Wynar is the Subject Matter Expert for Quantum Technology serving the FBI on the Quantum Information Science Counterintelligence Protection Team. He served as a Special Agent in the FBI’s San Francisco Division for 23 years, investigating a wide variety of criminal violations. He received his Ph.D. from the University of Texas in Atomic, Molecular, and Optical Physics in 2000. Prior to that, he was a United States Marine Corps Officer.
Jonathan Wert | Intelligence Analyst, FBI Counterintelligence and Espionage Division
Jonathan Wert is an Intelligence Analyst in the FBI Headquarters’ Counterintelligence and Espionage Division. He has experience working on a range of national security and criminal matters, focused heavily on technology protection. Mr. Wert has a B.A. degree in political science and an M.A. degree in international studies, specializing in Russian and East/Central European studies. Prior to joining the FBI, he worked as an intelligence analyst for a consulting firm, providing threat analysis to the Department of Defense’s missile defense program.
